Historically, the American manufacturing industries produced enough product-dollars to purchase the service dollars as required or desired in the economy and additionally contribute to a the altruistic motivations of our society. To maintain a balanced economy, there must be generated sufficient product-dollars to purchase service-dollar activities, with some left over to satisfy the basic altruistic motivations of the population allowing a source of consumption-dollars. Also, the businesses' profits generate more investor-dollars, thus increase in the Gross Domestic Product, i.e. cash in the economy..
All of the discussions regarding TARP, revenue enhancement, bailouts, taxing billionaires and millionaires, stimulus, etc. ad nauseam do nothing regarding the increase of product-dollar generation. Those who extol such activities could not pass eighth grade level economics, and are promising "bread and circuses" to the unthinking members of their constituency. Those who extol such activities make such individuals as Ponzi and Madoff and the Social Security Administration look like a swindler playing three card monte off a card table on the sidewalk.
The educated-enlightened-sympathetic liberals demonize the conservatives and demand increase in budget for government spending in the form of service-dollars and consumption-dollars.
The bottom line is that any federal or state program that does not promote an environment facilitating the generation of product-dollars is working contrary to the welfare of our nation. It is irrelevant whether the motivation of “liberals” is delusional or is turf-protection. It is relevant that the bulk of federal or state programs suppress the success of our product-dollar generators who provide the only path for the reversal of economic stagnation.

The downside is that the courses usually last only for one year whereas medicine is good for three or four years; however, now the subject has returned to the unacceptable concept of "work".
But alas and a lack; there is salvation! Law school is three years, a fecund environment for the glib and will allow for additional years of trivial pursuits and gratification of the pleasures of the flesh while Daddy is paying the freight.
Our No. 1 Son returned home for the spring break, foregoing Fort Lauderdale or Cancun for this important reunion with daddy. On announcing his desire to attend law school Daddy responds, "Son, I knew that you would make something of yourself someday and quit whoring and drinking with my money".
Now assured of four more years of dissipation, our No. 1 Son receives his bachelor of arts degree in political science and enrolls in law school. Upon Law School graduation, he accepts employment with the prestigious law firm of Dilly, Dalley, Doolittle and Stahl. There he is assigned the task of preparing interrogatories, assisting on depositions and writing interoffice legal memos.
The law firm represents several insurance companies, government agencies and public utilities. Our No. 1 Son becomes expert in the manner in which the government becomes a co-conspirator with these entities for the purpose of enriching the corporate leadership while pretending to perform valuable services in the public interest. The billing rate for our No. 1 Son is $60 per hour. The billing rate for the senior partners is $350 per hour.
The law firm obtains its annual budget and contracts with its clients at the nineteenth hole of the golf course. The negotiation consists of a projection of a given number of hours at a flat rate of $125 per hour. The senior partner explains to the Vice President for legal affairs that internally they might charge different amounts than the flat $125 but at the end of the year the representation of the company by the firm would be the expressed hours at the agreed rate.
Our No. 1 Son is made aware that his billing rate is a matter of "client confidence" which is why his billing rate at a mere $60 per hour does not justify the annual salary as earned by the senior partner whose quotient of ?client confidence" is $350 hourly. With an abject apology to Winston Churchill who attempted to outline the history of the English-speaking world in five volumes, let us view the history from a matter of language.
The Magna Carta of 1215 did virtually nothing for the everyday citizen of Britain but did impose upon the king a new idea, that while "divine right" fell easily from the tongue, there would be the Law and the king must obey the law, divine right notwithstanding. An Oxford scholar translated the Bible into English which was immediately banned by the Catholic Church. Translator was declared a heretic. Thus English Language Bibles were published in Cologne Germany thanks to the advance of the printing press at the time. The forbidden, banned and heretical versions of the Bible were difficult to obtain by the hierarchy therefore the Catholic hiearcy began to purchase forbidden volumes. The sales to the Catholic Church of the forbidden Bibles raised sufficient capital to print additional copies to smuggle back to England to raise money to print more copies. This of course becomes an outline of exactly the course of events once the government attempts to pass laws contrary to the economic principle of supply and demand.
The demand for Bibles in English reflected the disposition of the British to oppose central government since Bibles in English then allowed an individual to read, interpret and follow or reject the teachings of the Bible without the necessity of passing through the filtering of the central authority of the Catholic Church.

Attracted to this movement were individuals who with dedication and verve were willing to make the ultimate sacrifice(shades of the American Revolution) in order to establish a government of opportunity and equality forthe citizenry. Needless to say a significant economic force such as the anti-Communist hierarchy of Germany, which financed Adolf Hitler, did not fund these revolutionaries. As a matter of practical exigency, the revolutionaries needed to turn to illegal activities in order to finance the purchase of arms, sustain in food, and shelter their active participants.
A robbery now and then, a kidnapping or two, a little blackmail and a now and then sale of cocaine provided the source of revenue to sustain the noble movement for the democratization and socialization of Colombia. Obviously, a criminal act performed for the purpose of a higher social goal not only should not be sanctioned, but also in fact is a laudable activity. Please recall that Joseph Stalin regularly robbed banks in order to raise money for the then fledgling Communist Party of Russia, a task that ennobled him forever in the Pantheon of Communist heroes.
It's a very small leap of logic to convince oneself that the nobility of the goal will justify almost any villainous act.
Certainly? manifest destiny" was reason enough to destroy the American Indian. The perpetration of the faith was a sound basis for wiping out the culture of the Incan and Aztec civilizations, and the death of 30 percent of the people of the near East was a small price to pay in 11 successive crusades for the purpose of establishing a Christian crown on the throne of Jerusalem. Aryan supremacy certainly makes the slaughter of 5 million gypsies, homosexuals, political opponents and Jews a mere administrative procedure.
2000 years of Judeo-Christian culture teaches us the necessity for the preservation of a free enterprise economic system wherein individuals are rewarded and may anticipate the employment of their own peculiar value system for the disposition of their earnings. "Thou shall not steal" is not a moral principle but a basic economic precept required to maintain social order. The government has the duty to give an individual a reasonable expectation upon parking his car that it will be in the same spot when he returns. Without that expectation of the preservation of one's economic values, there is chaos and Detroit grinds to a halt overnight.
If morality may be suspended for the purpose of affecting higher ideals in our society then the criminal acts performed by revolutionaries are but a necessary unfortunate step in achieving the more desirable goal. The Colombian revolutionaries in their pursuit of fund-raising activities to sustain their revolutionary ideals were quick to find how profitable criminality could become. Their revolutionary goals were seduced by the comfort, security and luxuries made available via their criminal actions. Once across the line, they were joined by persons of equal criminal disposition and perhaps a bit lacking in revolutionary motivation for the good of the people.
The Colombian drug cartel, which is regarded now as a worldwide menace to the very structured society of both hemispheres, had its noble beginnings in a zealous search to achieve a society that was fair, just, and that provided a balanced redistribution of wealth. The movement itself was converted from the noble reestablishment of a new social order to a predatory criminal activity. This ?conversion? from nobility tocriminality is written in multiple chapters acrosspages of history.
THE CRIMINALIZATION OF SOVIET SOCIETY BY THE BUREAUCRACY
We may note the short time span required to convert the Colombian revolutionary movement to a criminal enterprise. This perhaps was accomplished in some large part by the technological increase of the communications available to the participants when compared to the communication facilities available to the Bolsheviks in 1917.
The genius of Vladimir Lenin is best displayed in his understanding of salesmanship. He understood that three lunatics sitting in a room with a typewriter publishing resolutions and releases in the name of a number of fictitious organizations would be regarded as reflections of a serious movement of a majority of the population. Of course this would never occur in America. The Symbionese Liberation Army (SLA) composed of seven lunatics, four of which had done felony time in California prisons and one neurotic kidnappee (Patricia Hearst) commanded the attention of our knowledgeable and discerning press. Eventually the press finally referred to them merely as the SLA since the scope of their impact and their following elevated them to the status of deserving an acronym. It never occurred to the fourth estate to refer to them as the "California lunatics", "Hearst kidnappers" or "Berkeley gang". Au contraire, mon cher, as this was the Symbionese Liberation Army (SLA) an organization meriting our close attention and from whom we could have guidance in our social ideals.
Playing onthe similar stupidity which existed in the Russia's in 1917, Vladimir Lenin published an endless stream of pronouncements, declarations, manifestations of solidarity, dedications of support and announcements of solidarity with the revolutionary movement. These may be promulgated in the name of any possible organization which could be contrived and generated by highly motivated and literate fanatics sitting in one room with three typewriters. Lenin pointed out that the power to rule the Russians merely layupon the ground and all that he did was bend over and pick it up.
Lenin ofcourse was an idealist and truly believed that Marxist doctrine would effect a new and improved world. With a missionary zeal onequal with any Christian, Lenin did look forward to the day that socialism(which would eventually evolve into communism) would sweep across the world, unite all peoples, unite all cultures and provide for every individual the same high goals sought by the Colombian revolutionary movement.
TheCommunist Party of the Soviet Union developed by an interlocking system ofcommittee organizations that were responsive to the next highest level startingin each city block, in each farm, in each factory. This system of nterlocking committees eventually reported up the line ofhierarchy to other committees until one reached the Politburo, which was directed by the central committee of the CommunistParty.
Since all wealth was owned by the government, since all wealth was managed by a committee at some level or another and since all wealth was managed for the purpose of achieving noble ideals, we were then led to believe that there would be no crass selfish motives (capitalism) in the administration of the new world order. It is the criminalization by the bureaucracy of the Soviet Union, that resulted in the perversion of its ideals, the use of the Gulag Archipelago, the Pogroms, and the police state, the total submersion of any individual liberty in the name of national and international progress toward communism. From 1917 until 1991 the Soviet propaganda machine expounded the idea that the "peoples committees" were providing for free and enlarged economic opportunities for the individual system devoid of bourgeoisie values.
It is apostasy to assert that the administrative bureaucracy of theSoviet Union engaged in the satisfaction of their own bourgeoisie values. It stretched its tentacles into every apartment building (state built and state assigned), the manufacture of women?s panties (consistent with the current five-year plan) and the subjugation of vassal contingent states for the purpose of bolstering the central economy and the justification of the bureaucracy.
There?s no question that conditions in czarist Russia were so bleak that even the bankruptcy of communism was an improvement. The nation of India, when achieving its independence from Britain, elected a socialist model to bolster its disastrous economy and rampant social inequities. Some observers have now commented that the socialist model did not provide the incentive to create the wealth necessary to improve the infrastructure as a precondition of raising the economic level and thus the living standards of the population of large. As a result of India?s selection of the socialist model, the country can continue to wallow in the filth and poverty from which they attempted to escape by overthrowing the British influence.
The Soviet Union failed and was crushed by the weight of its own bureaucracy which ever aggrandized itself and infiltrated every corner of public life for the purpose of accomplishing known and established idealistic goals. The bureaucracy was incapable of achieving the goals that its propaganda machinery established and touted in that the criminalization process perverted the goals of the bureaucracy and substituted personal privilege, job security, income stream protection and special privileges as the hidden agenda of the geometrically expanding scope and employment of the bureaucracy. The cost in human misery, life, and state inflicted oppression now maybe empirically demonstrated as the cost of the socialist society.
But not to worry, history is purely irrelevant and the nature of man may be modified by the whims of the next noble political movement. Observe the great progress made by prohibition in United States when the evils of demon rum can be removed from the hand of the working-class and national sobriety with all its attenuate good effects may be promulgated by an ever vigilant and well motivated bureaucracy dedicated to the salvation of the worker, the family, the abused spouses and children by taking from the drink crazed worker the insidious influence of alcohol. Prohibition created, along with the bureaucracy to manage it, a period in American history of increased alcohol consumption, gang inspired criminality and the subordination of both the police and judiciary for the profits garnered from the now increased profit generated by the legal liquor trade.
Now that we have made that mistake and were required to repeal prohibition, we may learn from our mistakes and apply the same valuable lessons to the control of illegal narcotic trafficking without increasing the consumption of illegal drugs, gang inspired criminality and the subordination of both the police and judiciary by the profits generated by the illegal drug trade. We are indeed fortunate that we have an enlightened and far seeing bureaucracy that will not repeat the errors and thus the disastrous results witnessed during prohibition.
Fortunately for us we have an enlightened bureaucracy in the USA riches going to effect all of the goals of a Marxist redistribution of wealth and do so in a manner which is fair, just, socially desirable, achieving noble goals and without crossing the line to self-aggrandizement, job protection, income stream protection and certainly not criminality.
THE CRIMINALIZATION OF THE DEPARTMENT OF SOCIAL SERVICES AND ITS ALLIED BUREAUCRACIES
John Adams commented that if men were angels there would be no need to govern them and that if government were administered by angels there would be no reason to restrain its authority. Dr. George Crane, the father of former congressmen Phillip Crane, classified individuals as "head", "heart" and "stomach? people. If you should propose an increase in social benefits for families with dependent children, the stomach people would ask either how much do I get or how much would it cost me.
The heart people would go into an ecstasy of sympathetic approval since it would be so meaningful in the lives of the innocent children and point out that Jesus loves all children. The head people would question whether or not the funds for families with dependent children had a finite limit and whether or not the increasing of benefits would promote an environment wherein the number of ?needy children" would be increased. That if you are to divide the finite sum by the number of needy children the amount destined for a needy child could be diminished indirect proportion to the increasing number.
That to increase such benefits could well result in a decrease of benefits to needy children and an additional economic burden placed on all those working families who were successfully supporting their children without the assistance of a bureaucracy of family planners, economic counselors, social workers, child protective workers, etc.
Dr. George Crane?s evaluation of the number of people who fell into the "head? category was a product of his boundless appreciation of the noble qualities of mankind and the basic rational disposition of the population of large. Dr. Crane's rosy evaluation of his fellow man and his perpetual optimism resulted in his belief that 5 percent of the population could be classified as "head" people.
A ?democratically based" government philosophy is touted as an ideal to which we should all aspire. Thank you Franklin Delano Roosevelt for this marvelous thought. The democracies where the will of the majority reigns supreme and public opinion is the controlling factor without any thought to the tough choices that must be made in the administration of any government that is not composed of angels. A Republican form of government requires the election of sensible representatives who will make the hard choices even in the face of public opprobrium. The representative of the state of Georgia at the convention in Philadelphia in 1776 voted for the inclusion of an anti-slavery clause in the declaration of independence. It was quickly pointed out to him the list did not reflect the opinion of his constituents. His response was that the he was selected to exercise his good judgment and moral valuations and that if such were contrary to the will of his constituency it was their job to send a new delegate; that the failure of exercising his opinion and pandering to popularity was an abnegation of the principles of the government they sought to establish.
Should there be any question in your mind as to whether or not the government-sponsored Department of Social Services is on a straight road to communism with all the attenuate "benefits" as demonstrated by 75 years experience in the Soviet Union, then examine the following items:
1. The number of people drawing "entitlements"
2. The number of people employed by the Department of Social Services.
3. The increase in scope of intervention by the Department of Social Services to battered children, battered spouses (please don't say females),battered elders, domestic violence, family planning, abortion counseling, parenting counseling, family budget counseling, mental health services, alcohol rehabilitation programs, anger management programs, child support enforcement programs, centralized collection of child support obligations, day care supervision and licensing, adoption investigations, genetic testing for the establishment of paternity and family budget planning.
It is without a doubt that each member of the Department of Social Services is dedicated to the welfare and improvement of the status of his"clients". The dictionary defines a client as a user of professional services and one living in penury as a "charge".
As the number of "charges" increases and services required for their welfare by Department of Social Services operatives, the tax on those who manage their lives without the intervention of bureaucratic supervision increases exponentially. Approximately one job in four is a government employee. This does not count infants, the aged, the incarcerated, the hospitalized and the disabled. This group is sometimes classified as "dependencies?, the cost of which must be borne by someone. A minimal level of subsistence for dependencies could well be one of the hard choices that a representative in a republic might have to make. There is little evidence that the condition of the lives of the dependencies or lives of the working population will be improved by an increasing the scope of bureaucracy.
If one defines "criminality" as kidnapping, counterfeiting and armed robbery in the style of the Colombian drug cartel, or as the societal oppression exercised by the central committee of the Communist Party of the Soviet Union, then it is difficult to say that our Department of Social Services bureaucracy has been successfully adept in developing their skills to that level at this time. There appeared in Esquire magazine many years ago an article written by four ex-presidents of the United States then living. The theme of the article was the imperiled, not imperial presidency. Each ex-president spoke of the difficulty in overcoming the hidden agenda and selfish goals of the established bureaucracy. Each ex-president spoke of his incapacity to effect plans and programs that were contrary to the agenda of the bureaucracy.
If criminality may be defined as the redirection and perversion of mandated social policy, as the fabrication of statistics and results to justify income protection, job security, and departmental growth, then our government bureaucracy at least has established themselves as efficient petty criminals. How long must we wait until they become efficient at the job?
No Tears for Hiroshima, it should have been Tokyo
In 2005, this 60th anniversary of the dropping of the atomic bomb on Hiroshima and Nakasaki in August of 1945 prompted the media to air endless discussions on the morality of the atomic bomb, the suffering of the survivors, and the waging of war on a civilian target. Those who pretend to view with historical perspective, use their ink and air time to demonstrate their tender sensitivity, moral high ground and profound intellectual grasp of past events, thereby elevating themselves to Oracles demanding our wrapt attention.
The projection for casualties among the American troops in an invasion of the Japanese Islands was conservatively estimated at 500,000. The dead at Nakasaki and Hiroshima combined less than 100,000. The Japanese government was advised that the United States had the ultimate weapon and invited their surrender. Even after the devastation of Hiroshima, which did
not provoked an immediate surrender, it took the example of Nakasaki to penetrate the concept of Bushido instilled in the minds of the Japanese military hierarchy.
The Japanese general staff knew full well of the conditions in prison camps, the events surrounding the Rape of Nanking and the conduct of Japanese troops in the Philippine Islands. Assuming they expected a payback, their reluctance to surrender is somewhat understandable.
When we turn our thoughts to memories of those who suffered at Hiroshima and Nakasaki, also may we remember in our kindness those heroes who saved literally millions of lives: (1) Albert Einstein, who wrote a letter to President Roosevelt advising him of the potential of an atomic bomb being researched in Germany at the time; (2) thousands of workers at Oak Ridge, Tennessee; (3) the scientist at Los Alamos, New Mexico who made the theory a reality; and, (4) Colonel Tibbits and the crews of the two
airplanes which dropped the bombs.
If your father or grandfather was in military service in the area of the Pacific Theatre, you may thank this group, most likely, for your very existence. As Andrew Marvell commented " The grave is a very private place but me thinks that none do there embrace". To count the dead, and by extension the unborn, is to use rather shallow measures. We must also
consider the thousands of disabled and disfigured veterans, living in decades of misery and as a charge on the time and energy of their relatives and the medical profession.
For those of us who remember the Japanese attack on Pearl Harbor, the Batan Death March, the atrocities of Japanese troops throughout the Pacific and particularly in China, and the fanatical racist disposition of the Japanese military, the loss at Hiroshima and Nakasaki seems a very small price to pay to save millions of lives of the citizens of the nation that did not start the war. The 60th anniversary of the dropping of the atomic bomb should be an opportunity for us to thank and remember those individuals, who by their physical effort, intellectual capacity, foresight and bravery, were able to, through unified efforts, create the instrument that was the single most humanitarian result of 20th Century.
Admiral Haulsey said that his goal in World War II was to make Hell the only place where Japanese was spoken. The people of Japan should be profoundly grateful for the lives that were saved from an invasion of their home islands and a serious implementation of the Halsey policy.

Dear Noah and Cliff:
This letter is being written jointly to each of you in that individually you represent the only contact I have with the Episcopal Church. Admittedly, my contact with the church is one of family tradition as opposed to active regular participation. I expect my family to be married and buried in an Episcopal Church. I have long resented "freeloaders" who show up at churches for funerals and weddings, availing themselves of the facilities and the services of a priest provided either by the cash or sweat equity of the congregation.
I purchased three windows for Saint Michael's when it was built, in memory of my mother and father, my deceased brother and my deceased wife. I am a regular monthly contributor by draft to Saint Michael's and to Noah's work in western North Carolina. Saint Michael's has been free and welcome to use my legal services gratis whenever I am called upon to be of assistance. I have happily been of assistance to Noah in regard to his efforts towards the Hispanic population in this area. I graduated from Sewanee Military Academy and have a great-grandfather buried in Zion Episcopal Church in Charles Town, West Virginia with a date on his tombstone of 1690. Also in that churchyard are many other grandparents and collateral relatives who have been there buried after 1690. While admittedly not an active regular participant in the activities of the church, I presume that my wife and I are counted among the 2.5 million Episcopalians in the USA. The integrity, the posture, the moral force and the consistency which the church has always represented to me has been the reason for my continuing relationship with the Church.
If I am to believe the news reports, an openly practicing homosexual priest has been elected Bishop of New Hampshire. I was divorced in the state of Florida in 1963 after a marriage of approximately eight years. I re-married in 1965 to Anne Hutchinson who subsequently died in childbirth in 1972. When my present wife Connie and I chose to be married in the Calvary Episcopal Church of Tarboro, the priest at Calvary at that time was aware of my previous wife's death but had no information concerning my prior marriage. The priest requested from me a copy of my divorce decree from my first marriage and informed me that this was an instruction of the Bishop of the diocese. It was a position of the Episcopal
Church at that time, not to condone marriages ruptured by adultery and lend the dignity and the moral approbation of the church to adjudicated adulterers. I agreed wholeheartedly with that position and thought the request to see my divorce decree reasonable, appropriate and in keeping with strong moral
posture of the church. At the time I commented to the priest that I understood his request and did not think that the church should be placed in a position of lending its dignity to another round of "musical beds".
My wife Connie was confirmed and became a practicing member of the Episcopal Church in 1973 in respect for what she recognized as my strong attachment, respect and appreciation for the church and every priest with whom I had any contact whatsoever.
My first reaction to the election of the Bishop Designate of New Hampshire was disbelief that he was allowed to remain a priest. Next I considered withdrawing immediately all financial and personal support of Saint Michael's, but in calm reconsideration realized that I would only be withdrawing support from the parishioners and the Rev. Dr. Cole and the Rev. Mr. Howard, which would certainly be an inappropriate misdirection of my ire.
Criticism falls quickly from the lips, is often shallow in its scope and a product of personal evaluation rather than the consideration of larger issues. Therefore I have a proposal for the church.
Let us recognize that adultery is nature not nurture. Abrogate any standards of public behavior or personal responsibility. Provide each priest a live-in concubine so that if his marital obligations or the sanctity of the institution are too onerous a burden for a priest to bear, we can be understanding and open the church to a broader spectrum of views. We can have sleep-in-night at the parish hall and allow all of the parishioners to engage in an evening of spouse swapping without having to sneak to the local motel. We should institute a program among the youth groups wherein the priest and his concubine could present leadership on the art of sexual incontinence. We need to begin an immediate program of reeducation wherein those members of the church lacking in understanding of the new moral system could grow to understand why heretofore aberrant behavior is now an accepted ideal and role
model for the youth of the church as well as the more stodgy older members.
Once the church has come down four square advocating sexual license in all its variations, then the church could move to abrogate other Christian values and teachings such as truth, honesty, compassion, and service to others. There will be no need to abrogate the teachings regarding virtue since that will be well covered in the initial program promoting adultery, homosexuality and I presume pederasty as well should be included.
I recognize my insignificance in the politics of the church since I have no program to espouse other than the teachings of 4000 years of Judeo-Christian culture and I have failed to agitate for representatives and leadership dedicated to such a humdrum disposition. I propose to found "Episcopalians for Unlimited Heterosexuality", amass a significant number of members dedicated to alley cat behavior, maneuver to be appointed to positions of influence of church policy and criticize those members who do not fall in line with our expanded understanding of moral values. We could then collect a
Bishop or two and have the Bishop's concubines denominated as "Suffering Bishops", give to the concubines concomitantly with the Bishops' other female dalliances, heretofore known as wives, positions of leadership in the youth movements of the church.
I am unaware how the Bishop of this diocese voted in the election of the Bishop Designate of New Hampshire and request that you advise me of his position. If the present Bishop is unwilling to support my program for the support and approval for practicing adulterers and voted for the Bishop Designate of New Hampshire I would have to note an inconsistency which I could not reconcile and would have difficulty finding him as an appropriate pastor of any flock with which I would graze. I would hope that the church leadership at all levels would reject deviant behavior as acceptable standard. I could
understand and support leadership that regarded militant homosexual priests and Bishops as outrageous, offensive and nonsensical as my proposed organization of "Episcopalians for Unlimited Heterosexuality".

Did nearly three thousand men, women and children die a horrible burning or crushing death that day, or didn't they?
And I'm supposed to care that a few Taliban were claiming to be tortured by a justice system of the nation they come from and are fighting against in a brutal insurgency

Case Management
No case is as simple and straightforward as it appears at the time of intake.

Government and the Bureaucracy.
A Jury is the only government agency which does not seek to perpetuate itself and the only government agency from which one may expect the possibility of a fair shake.
No government employee will give a truthful answer to a given question, as the answer always contains a hidden agenda designed to maximize the ludicrously denominated "efficiency reports" and obfuscate any requirement for work on the part of a given government department.
The life of bureaucrat is one of absolute banality. He only has the authority and revels in the power to say "no".
